The eight-hour day (or 48-hour week) had become a highly emotive issue during the preceding decade. The new socialist organisations, such as the Social Democratic Federation, had made its introduction by legislation one of their main demands in the eighties, when the depression gave force to any proposal which would result in sharing the available work.

I think rather more; because if trade is driven out of the country it never comes back again. We think that the constant disputes we have had in the last few years have done more to upset the trade of England than a war would have done - a foreign war, I mean. In the end provisional understandings were reached on trial trips, lodging allowances and overtime, but the greater part of the time was spent in arguing round and round the machine question without either side coming any nearer to the other's point of view.

I may be perfectly wrong and I may stand alone in my opinion, but I hope to see the day when every workman shall belong to some Trade Society, and when every employer shall also belong to an Employers' Trade Society.
