24 A few daring young commanders, notably Itzhak Sadeh and Eliahu Ben Hur, who in later years became generals in the Israel Defense Forces, experimented with more aggressive and offensive tactics. Under British rule, the Jewish community in Palestine could not undertake the responsibility and was not able to suppress the Arab revolt. During 1936-1939 the war raged primarily between the Palestinian guerrillas and the British army. Nevertheless, since the Arabs directed many of their attacks against Jewish targets and the British forces were not always available to repel those attacks on time, the Haganah had to, as was expected by the authorities, take on many defensive functions, at least until the British army or police arrived on the scene.

The two Jews were shot dead at point blank. The next day, two Arabs were shot by unknown persons in a hut near Petah-Tikva. The police opined that this was an act of revenge for the killing of Danneberg and Hazan. These were the opening shots in a chain of provocative acts of revenge and counterrevenge between Jews and Arabs in Tel Aviv and Jaffa. The clashes occurred as a backdrop to a recent Jewish campaign against the employment of Arab workers in Jewish enterprises, which was launched in response to the growing unemployment among Jews at the time.
