27 While the interrelationship among all economic problems and need to address those issues comprehensively is increasingly recognized, policymaking and implementation remains fragmented among dozens of departments and agencies which battle each other savagely for status, power, and finance in a multistranded tug-ofwar. Within the federal bureaucracy, the industrial policy duties are fragmented and squabbled over by virtually all the departments and agencies. Added to the policymaking system are 435 representatives and 100 senators, each with his or her own special set of constituents that must be satisfied.

Although only about one-third of the nation's 12 000 banks have chosen to become Federal Reserve members, they hold 70 percent of the commercial bank reserves and 65 percent of the deposits in all other 15 000 lending institutions. The Federal Reserve's purpose is to regulate the money supply so that growth remains steady and inflation low. It does so through three means. The Federal Reserve can increase or decrease the amount of money in circulation by adjusting: (1) the reserve requirements for member banks; (2) the discount rate; and (3) open market operations.

Several factors shape the response of state and local governments to developmental questions. As elsewhere, the judicious use by state and local governments of existing wealth and power can create yet more wealth and power. The more populous industrial states often have much more money and expertise to promote yet more development. States with professional legislatures have more skills and time to confront complex industrial questions than those with part-time legislatures. Yet, even states with fewer resources with which to attract new or transform established industries can use such low-cost policies as rewritten regulations, tax adjustments, and so on to advance their goals.
