11 The initial Soviet approach to Afghanistan’s police assumed a successful revolution. Advisors assumed that crime might grow as the government sought to cement power but that it would not be outside of the capacity of trained police to manage. The Khalq’s land reform plan succeeded in seizing land from some landowners, but redistribution to farmers was a failure.
